PRESENTER: Don Wick This IGA establishes a one-year regional funding arrangement for continued operation of the Lakewood Navigation Center, with the parties collectively contributing $2.3 million toward the Navigation Center’s $3 million annual operating cost after applying $700,000 in remaining Cold Weather IGA funds. Arvada’s required contribution for 2027 is $501,600, payable to Lakewood by March 1, 2027, subject to annual appropriation and budgeting. Arvada’s Housing Navigators will also be responsible for making referrals to the Navigation Center, although the Center may limit or refuse referrals based on capacity or eligibility. The IGA expires December 31, 2027, with the parties intending to negotiate a longer-term agreement that may base future contributions on each jurisdiction’s homelessness population rather than its overall population. The Arvada team recommends that the City Council approve R26-077, A Resolution Approving an Intergovernmental Agreement Concerning Operational Funding for the Navigation Center.
