PRESENTER: Rachel Morris, City Attorney. Since 2007, the City of Arvada has participated in a series of intergovernmental agreements (IGAs) with Jefferson County and the cities of Golden, Lakewood, Wheat Ridge, Westminster, and Edgewater to fund, operate, and maintain the Foothills Animal Shelter. In 2012, the parties entered into an IGA that formally established the Foothills Animal Shelter (the "Shelter") and created an annual assessment to fund shelter operations (the "2012 IGA"). The parties amended the 2012 IGA in 2022 by executing an amended IGA ("2022 IGA"). In June 2023, the parties began negotiations for a new amended IGA now identified as the "2024 IGA." The purpose of this Resolution is to submit the 2024 IGA for the Arvada City Council's approval. The Arvada City Council previously postponed this Resolution at the business meeting on January 20, 2026. The Arvada team recommends that the City Council approve R26-071, A Resolution Authorizing an Amendment to the Intergovernmental Agreement Between Jefferson County and the Cities of Arvada, Lakewood, Wheat Ridge, Golden, Westminster, and Edgewater for Animal Shelter, Dog Licensing, and Funding to Update the Dog Licensing Requirements and Provisions Related to the Support of Shelter Operations.

This record carries a fingerprint of its official content, computed by our data pipeline with the SHA-256 algorithm — a real computation over the record itself, not a badge we award ourselves. Anyone can recompute it from the official source and compare.

What it covers: the record exactly as the official source publishes it — its identifiers (bill number, session, jurisdiction), its official title and long title, its official summary, its status, its sponsors in published order, every recorded action, every recorded vote, and the link to each official text version — assembled in a fixed canonical form described on the How this data works page.
The fingerprint does not cover our retrieval date (the “Data as of” stamp in the source line): re-fetching unchanged official content produces the same fingerprint, while any change to the official content changes it.
If you recompute the fingerprint from the official source and get a different value, one of us is out of date — please report it through the corrections log.
