PRESENTER: Brian Wilkerson, Emergency Manager Significant wildfires have increased in prevalence, severity, and damage caused over the past 2 decades. The recently completed Arvada Community Wildfire Protection Plan (CWPP) identified more than 25 significant fires in the Arvada area of interest alone in the past 15 years, with several within or in the vicinity of the Northwest Arvada Urban Renewal Area. This increased risk has led to a significant improvement in technology associated with the detection of fire activity and prevention of fire spread. The focus of these technologies is to provide early warning of potential wildfires before they would typically be identified and reported through traditional means (i.e. someone observing smoke or flames and calling 911), allowing for more rapid response and containment and thus minimizing the impact on people and property. The proposed project deploys a combination of cameras and chemical sensors to protect the Urban Renewal Area, which was identified as a risk area in the CWPP process. The combination of these two technologies provides an optimized level of protection for the area. The funds provided by the AURA grant that is subject to this IGA fully funds all costs inclusive of all hardware, software, and installation services required to complete the system as well as 2 years of service and maintenance costs. The City’s Emergency Management Office would be responsible for the ongoing monitoring and usage of the system in cooperation with the Arvada Fire Protection District and the Arvada Real Time Information Center (ARTIC) managed by Arvada Police. The Arvada team recommends that the City Council approve R26-067, A Resolution Approving an Intergovernmental Agreement by and Between the City of Arvada and the Arvada Urban Renewal Authority to Grant Arvada an Amount Not to Exceed $300,000.00 to Create a Wildfire Early Detection System.
