On April 8, 2026, the City of Arvada received a complaint alleging that Councilmember Sharon Davis disclosed confidential information received in executive session, potentially violating Section 2-375(1) of the Arvada City Code, which prohibits officers from knowingly disclosing confidential information. In accordance with Section 2-378(c), the City retained an independent outside investigator to conduct a preliminary investigation under Section 2-378(c). The investigator's report, dated July 13, 2026, concluded that it is more likely than not that a violation of Section 2-375(1) occurred. Section 2-378(e) of the Code requires the City Council to either refer the matter to a disinterested third person for determination or conduct a hearing itself to determine whether a violation occurred. The attached resolution sets a formal quasi-judicial hearing pursuant to Section 2-379 of the Code to allow City Council to make this determination. The Arvada team brings forward for Council consideration, R26-063, A Resolution Pursuant to Section 2-378 of the Arvada City Code Determining That It Is More Likely Than Not That a Violation of Section 2-375(1) of the Arvada Code Did Occur, and Setting a Hearing Pursuant to Section 2-378(e)(2) of the Arvada Code to Be Conducted Pursuant to Section 2-379 of the Code.

This record carries a fingerprint of its official content, computed by our data pipeline with the SHA-256 algorithm — a real computation over the record itself, not a badge we award ourselves. Anyone can recompute it from the official source and compare.

What it covers: the record exactly as the official source publishes it — its identifiers (bill number, session, jurisdiction), its official title and long title, its official summary, its status, its sponsors in published order, every recorded action, every recorded vote, and the link to each official text version — assembled in a fixed canonical form described on the How this data works page.
The fingerprint does not cover our retrieval date (the “Data as of” stamp in the source line): re-fetching unchanged official content produces the same fingerprint, while any change to the official content changes it.
If you recompute the fingerprint from the official source and get a different value, one of us is out of date — please report it through the corrections log.
