Presenter: Sam Bradley, Housing Development Specialist The City of Arvada received a Private Activity Bond (PAB) allocation of $8,306,668 in 2026 from the State of Colorado to support development in Arvada. Arvada's Housing Division offered a competitive opportunity to housing developers to apply for the bonds. City staff recommends splitting the 2026 bonds between two affordable projects, one being the rehabilitation of the Juanita Nolasco Apartments project in Denver. Staff recommends a carryforward of $5,300,000 of 2026 PAB with the intent to assign the bonds to the City of Denver to support the rehabilitation of Juanita Nolasco Residences as a joint effort between Denver, Jefferson County and Arvada. Thr project is expected to meet its PAB threshold with Arvada's assignment, apply for LIHTC, and begin construction in 2027. As a financial contributor, Arvada will be allocated a portion of the units towards its Proposition 123 unit commitment for the 2027-2029 funding cycle. The Arvada team recommends City Council approve R26-060, A Resolution Declaring the Intent of the City of Arvada to Issue Revenue Bonds in Connection with Financing Residential Facilities for Low-and Middle-Income Families or Persons.

This record carries a fingerprint of its official content, computed by our data pipeline with the SHA-256 algorithm — a real computation over the record itself, not a badge we award ourselves. Anyone can recompute it from the official source and compare.

What it covers: the record exactly as the official source publishes it — its identifiers (bill number, session, jurisdiction), its official title and long title, its official summary, its status, its sponsors in published order, every recorded action, every recorded vote, and the link to each official text version — assembled in a fixed canonical form described on the How this data works page.
The fingerprint does not cover our retrieval date (the “Data as of” stamp in the source line): re-fetching unchanged official content produces the same fingerprint, while any change to the official content changes it.
If you recompute the fingerprint from the official source and get a different value, one of us is out of date — please report it through the corrections log.
