PRESENTER: Jacqueline Rhoades, Infrastructure Director The majority of cities on the front range rely upon melting snow in the mountains to provide water for drinking, cooking, running businesses and irrigating lawns. Colorado is currently experiencing a severe drought with low snowpack levels and warm temperatures. To date, the winter of 2025-2026 has produced one of the lowest snowpacks on record. Arvada obtains approximately 75% of its water from a contract with Denver Water and the city has a contractual obligation to follow Denver Water's efforts to conserve water. Snowpack in Denver Water's system is currently nearing record lows in the parts of the state that contribute water to Denver Water's System. To meet the City's contractual obligations and to nimbly enact current and potentially more restrictive water conservation measures to maintain our City's water supply, Section 102-106 (c) and (d) of the Arvada City Code requires that the Arvada City Council declares a drought by Resolution, which authorizes the City Manager or designee director of utilities (Infrastructure) t o promulgate administrative rules on water conservation measures in the near term, and as the season progresses. The rules will be published in a newspaper of general circulation at least five days prior to them becoming effective, and the City teams will communicate the specific restrictions to our residents and businesses. In addition, the City team will utilize city social media platforms to provide information to the public. The attached resolution, R26-025, A Resolution Declaring Drought and Authorizing the City Manager to Promulgate Such Administrative Rules as may be Necessary for Water Conservation, directs and authorizes the City Manager to promulgate and enforce administrative regulations for the conservation of water within Arvada as long as the declaration of water shortage is in place.

What it covers: the record exactly as the official source publishes it — its identifiers (bill number, session, jurisdiction), its official title and long title, its official summary, its status, its sponsors in published order, every recorded action, every recorded vote, and the link to each official text version — assembled in a fixed canonical form described on the How this data works page.
The fingerprint does not cover our retrieval date (the “Data as of” stamp in the source line): re-fetching unchanged official content produces the same fingerprint, while any change to the official content changes it.
If you recompute the fingerprint from the official source and get a different value, one of us is out of date — please report it through the corrections log.
