Presenter: Nora Steenson, Deputy City Attorney The City Council Rules of Procedures Governing Meetings (“Rules”) have been in place for many years. They have been amended many times. While individual amendments were well-intended, they have resulted in a “patchwork quilt” set of Rules that have become difficult to use. In accordance with best practices, the City Council and City team members recently undertook a review of the Rules. The review indicated that the Rules were arranged illogically and no longer conformed to current practices. They also contain outdated and repetitive language. In addition, the City uses Robert’s Rules of Order Newly Revised as its rules of parliamentary procedure. Robert’s Rules are over 800 pages long – far too unwieldly to use at City Council meetings. As a result of the review, the City team is bringing forward revised rules (called the “Bylaws”) for Council’s consideration. The team is also recommending that Bob’s Rules of Order for Colorado Local Governments: Simplified Parliamentary Rules for Public Meetings be adopted instead of Robert’s Rules. Overall, the proposed changes will lead to more user-friendly Bylaws and more efficient and effective City Council meetings.
