PRESENTER: Rozalynne Thompson & Kelsy Sargent Communities and local governments across the United States, including several jurisdictions along Colorado's Front Range, are grappling with the rapid growth of data centers and similar computing infrastructure, whose electrical demand can be comparable to that of a small city and can create non-incremental impacts to the electric grid, utility rates, community resilience, and the environment. The City of Arvada's existing zoning, land use, and building codes do not currently address data centers as a distinct land use, leaving the City without adequate standards to evaluate impacts related to setbacks, noise, water consumption, and energy use associated with these facilities. Neighboring jurisdictions, including Denver, Jefferson County, Boulder County, and Longmont, have recently adopted moratoria or permanent land use restrictions on data centers in order to study these impacts and develop appropriate regulations. Staff recommends that the City Council adopt a temporary, 18-month moratorium on the submittal and acceptance of applications for primary use data center facilities in order to provide time to develop appropriate definitions, standards, and conditions through a comprehensive public process. The Arvada team recommends that the City Council approve CB26-029, An Ordinance Authorizing a Moratorium on the Submittal and Acceptance of Applications for Primary Use Data Centers.

The fingerprint does not cover our retrieval date (the “Data as of” stamp in the source line): re-fetching unchanged official content produces the same fingerprint, while any change to the official content changes it.

If you recompute the fingerprint from the official source and get a different value, one of us is out of date — please report it through the corrections log.
