PRESENTER: Ken Fellman, Partner at Wilson Williams Fellman Dittman Pursuant to the federal Cable Act of 1984, cable television providers are required to obtain a franchise agreement from local governments, authorizing them to use public rights of way to locate their networks. Federal law also provides a franchising authority the right to receive compensation for use of the rights of way in amounts not exceeding 5% of the company’s gross revenues from the sale of cable (not internet or voice) services. Local governments may also obtain the bandwidth for use as a public, educational and/or governmental (PEG) cable access channel (Arvada’s channels 8 and 880), and we can negotiate amounts to be paid by the cable operator for capital expenditures related to PEG equipment. Comcast’s current 10-year franchise agreement expires in July, and it is therefore time to renew that agreement. City staff has worked with Ken Fellman and his team at Wilson Williams Fellman Dittman to negotiate the franchise renewal that is before Council at this time. The Arvada team recommends that the City Council approve CB26-021, An Ordinance Approving The Renewal Of A Non-Exclusive Franchise Agreement For The Use Of City Rights-Of-Ways With Comcast Of California/Colorado/Florida/Oregon, Inc.

What it covers: the record exactly as the official source publishes it — its identifiers (bill number, session, jurisdiction), its official title and long title, its official summary, its status, its sponsors in published order, every recorded action, every recorded vote, and the link to each official text version — assembled in a fixed canonical form described on the How this data works page.
The fingerprint does not cover our retrieval date (the “Data as of” stamp in the source line): re-fetching unchanged official content produces the same fingerprint, while any change to the official content changes it.
If you recompute the fingerprint from the official source and get a different value, one of us is out of date — please report it through the corrections log.
